An improved fluid balance ring is provided with a foam insert which dampens movement of fluid within the ring at low rotational speeds. As the rotation speed reaches and exceeds the critical speed, the fluid is forced through the foam insert for flow within the ring to a balance position to counteract an unbalanced load in the rotating assembly.
