An apparatus for creating an anatomic space comprising a cannula having a distal end and a proximal end, the proximal end having at least one port, the cannula having a lumen therethrough. A skin seal balloon is located on an exterior surface of a distal end of the cannula. The skin seal balloon is in fluid communication with one of the at least one port. A tunneling shaft has a distal end and a proximal end, the tunneling shaft having an enlarged blunt tip on the distal end, the enlarged blunt tip adapted to fit within the lumen of the cannula. A handle is located on the proximal end of the tunneling shaft, the handle is configured to releasably connect to the proximal end of the cannula. A balloon is associated with a portion of the length of the tunneling shaft and a balloon cover generally surrounding the balloon and the tunneling shaft.
