A set of ballots is provided, each ballot having a number of names marked on it. In one embodiment, the positions of the names vary from ballot to ballot so that each name appears in a given location on generally an equal number of ballots in the set. In another embodiment of the invention, the sequence of names also varies from ballot to ballot so that any name appears adjacent another name on generally an equal number of ballots in the set. Methods are provided for producing such sets of ballots.
