A base station for transmitting a radio frame in which L1/L2 control channels are multiplexed in a part of a subframe in order to transmit shared data channels comprises: a broadcast channel generating section (101) for generating a broadcast channel; an L1/L2 control channel generating section (103) for generating at least one broadcast channel control information among an update flag for notifying whether the broadcast channel information has been changed, allocation information on the broadcast channels, and L3 control information on the broadcast channels as the L1/L2 control channels corresponding to the broadcast channels; and a multiplexing section (109) for multiplexing the broadcast channel, the shared data channels, and the L1/L2 control channels in the subframe.
