ABSTRACT This invention relates to an improved binding devise and in particular to one having a stand 10 formed with two lugs 101 each having a hole at one end. A fixed shaft 20 is fastened between the other ends of the lugs 101 of the stand 10. A spring-loaded locking plate 21 is slidably mounted between middle portion of the lugs 101 of the stand 10. An oscillating lever 20 is connected with the stand 10. Between middle portion of the oscillating lever 20 is slidably mounted a spring-loaded push plate 50. An axle 3 extends through the lugs 101 and 201 of the stand 10 and the oscillating lever 20. A pair of ratchet wheels 4 are each mounted at one end of the axle 3. Disposed at an outer side of each ratchet wheel 4 is a washer 6.
