A binding or sealing material more particularly usable on a radioactive waste storage site comprises a mixture of granules (29a, 29b, 29c) with maximum dimensions of at the most approximately 10 mm, and aggregates or humbugs (15) with a clearly defined, three-dimensional geometry. The humbugs (15) are obtained by compacting a random or smectic clay powder (10) in a machine (12) having tangential wheels (14) equipped with rings or hoops. The aggregates (29a, 29b, 29c) formed from three batches with a particle size below 3 mm, between 3 and 6 mm and between 6 and 10 mm, are obtained by crushing part of the humbugs (15) and screening the aggregates obtained.
