ABSTRACT OF THE DISCLOSURE Methods and compositions are disclosed for chemically bonding an antimicrobial compound to an hydroxyl bearing substrate such as cellulose, starches or leather. Cyanuric chloride (2, 4, 6 tri-chloro 1, 3, 5 triazine) is bonded to the substrate through the substrate hydroxyl and to the antimicrobial through an amine, guanido or quaternary ammonium group. The composition is: Image R1 or R2 may be chlorine or the same or different amine, guanido or quaternary ammonium-containing antimicrobial. The bonding process is carried out in an aqueous solution having a pH of about 9 - 10.
