ABSTRACT A composition comprising a dispersion of a bioadhesive containing polyvinyl pyrrolidone and a carboxy-functional polymer, and water is disclosed. The pH of the composi- tion is controlled, preferably to about 6.0 or less, so that the bioadhesive is in a water-insoluble form. The bioadhesive is capable of binding water and other suitable ingredients, such as cosmetic or medicinal agents, to a mucosal membrane or the skin. If it is desirable to remove the composition, it may be washed away with ordi- nary tap water. Upon contact with tap water, the bioad- hesive becomes water-soluble and loses its adhesive characteristics. A method of adhering the composition to the surface of a mucosal membrane or the skin is also dis- closed.
