A blood sugar level controlling agent for diabetics to be insulinized which contains as the active ingredients an insulin receptor agonist and neurotrophin; utilization of the above two ingredients in preparing a blood sugar level controlling agent; and a method for controlling the blood sugar level of diabetics within the normal range by using these two ingredients. By using the above medicinal preparation in controlling the blood sugar level of diabetics to be insulinized, the effect of insulin can be potentiated and, at the same time, the side effects such as hypoglycemic shock can be relieved, thereby also enabling improvement in the compliance.
