ABSTRACT A blowout controller is adapted to sit between the well casing and the production assembly of a hydrocarbon well, the controller being mountable over the upper end of the casing. The controller has a first aperture, through which the drill pipe is adapted to extend, and also has a second aperture. At the first aperture, the controller has a first sealing means capable of closing around a drill pipe to seal flow through the first aperture except flow within the drill pipe. The controller has a second sealing means in the first aperture which, if necessary, is capable of crushing the pipe and preventing all flow through the first aperture. Simultaneous with such partial or full closing of the first aperture, the second aperture is opened; the second aperture is connected to a regulated flow conduit which reduces the flow of the hydrocarbon through the controller at a sufficiently low rate that damage to underground formations is avoided.
