Abstract of the Invention A control valve, braking system, and method for changing the ratio of a delivery pressure output relative to a first control pressure input according to whether a second control pressure input is present or absent. One application of the valve is in a pneumatic braking system for a tractor-trailer rig. In this application the first control pressure is a function of the braking force applied to the brake pedal by the truck driver. The delivery pressure determines the braking force delivered to the tractor brakes. The second control pressure is the trailer braking pressure transmitted to the control valve, and is present only when a trailer is connected to the tractor. When trailer pressure is present, the control valve keeps the first control pressure and delivery pressure about equal. When trailer pressure is absent, the first control pressure to delivery pressure ratio is raised substantially, thus reducing tractor braking force when the tractor is driven with no trailer attached.
