ABSTRACT OF THE INVENTION A control valve assembly designed to allow operation with minimum power requirements and a rapid response to a "shut off" command. The assembly includes a pair of seal elements which operate in tandem. When the valve is open, fluid passes through a series of chambers and as the valve is closed, a substantial passageway allows fluid to bleed quickly to the outlet and reduce pressure to zero almost instantly, thus achieving almost instant shutoff. The dual seal arrangement is also designed so that internal fluid forces are nearly balanced so that minimal external power is required for proper operation.
