A rock breaking cartridge 10 holds liquid 42 in s fore tube 40 plugged by a plug 46 held by a pin 52. A rear tube 16 holds a propellant 18 behind a cap 30 checked by a pin 34. A gland 20, having an elongate passage and a diametrical hole, closes a rear of the tube 16. An initiator assembly 58 has a fore plug body 24 and an initiator mounted behind the plug body. A pin 26.1 in the diametrical hole checks the plug body and separates the initiator from the propellant. The pins 26.1, 34 and 52 are removed and the cartridge is inserted in a hole in rock to be broken. The initiator is pushed into proximity to the propellent and the cartridge is forced down the hole. The liquid is forced out to surround the tube 16. The initiator is triggered electrically to initiate the propellant which breaks the rock by sound waves propagated by the liquid. Prior to use, the plug body checked in the gland renders the cartridge safe.
