A building block wall is made of individual blocks that, when filled with water, are each able to support themselves and provide weight hearing as well. The blocks have a shape so that they interlock with each other to form a flood diverting wall of significant mass and strength without mortar. The blocks may be filled with water and drained as desired for reuse. The walls of the blocks are thin enough to be flattened without damage for compact storage.
