A correct admission decision can be made even when not relying upon traffic characteristics declared by a user. With respect to each of established connections, traffic data are acquired (step 1016, 1022) and are Stored (step 1024). When a call request is issued (step 1002), an admission decision is made using the traffic characteristics (step 1010) if they are stored (step 1004).
