Discloses a system for making a telephone call over a public switched telephone network where the caller uses a telephone to dial a number to a call completion server and hangs up the telephone before the call is completed. The call completion server receives caller ID information on the incompleted call and decodes that information to make an outbound call back to the telephone that the caller used to call the call completion server. The caller receives the return inbound call and enters an authorization code. For a valid authorization code, the caller will be prompted to enter a destination telephone number, which is then called by the call completion server. That call is bridged to the line that the caller is on allowing the call to the destination telephone number to proceed in the normal fashion. In another arrangement, a call to a predetermined destination telephone number is made and bridged to the caller line when a valid authorization code is entered.
