(ABSTRACT) SUMMARY OF THE INVENTION In accordance with the present invention a positive locking device is provided to prevent a sliding plate outlet gate from opening while the car is in transit or when stationary. The positive locking device is automatically engaged or disengaged when the capstan shaft is rotated. The device comprises a shaft with a capstan attached at each end of the shaft. A full sprocket and a portion of a sprocket is attached near to each end of the shaft, next to which a cam lobe is attached. A pivotally shaft of two cam-locks is generally concave configuration, and each is welded near each end of the shaft. A tension coil spring is attached to the pivotal shaft at each end and is loaded against the housing frame to maintain a constant tension on the cam-locks. The pivotally shaft and the tension springs are mounted in a housing bracket, which combined pivot lock and housing bracket is mounted to the outlet gate main frame. The new capstan invention is designed with four square rods and two square washers which allows the operator to insert a bar between the square bars and anchor in the back square washer for leverage without slippage. The capstan length is sized to allow the leverage bar to lay horizontally with about a 30 degree angle without interference with the body sides of the rail car. Alternatively, the capstan can be operated with a power socket drive which is inserted into the outer square washer and driven either with air or electricity. The capstan is comprised of four square bars and two square washers which are joined and form a unit and attached to each end of the shaft on the same plain. The capstan shaft assembly can easily be installed or removed from the outlet gate by removing four bolts from the main frame, the shaft collars outward and the assembly drops away from the main frame. To install the capstan shaft assembly the reverse procedure is initiated.
