ABSTRACT A catalyst composition and a process for producing olefins is disclosed. The catalyst composition is the reaction product between a) the product obtained by reacting a support which consists of activated silica, in a liquid alkane with an organometallic compound having the formula MR1R2R3 wherein M is a metal in groups I and III of the Periodic Table, R1 is C1, Br, I or an alkyl group having 1-12 carbon atoms, R2 and R3 independently of each other are selected among H, C1, Br, I, alkyl groups having 1-12 carbon atoms, and alkoxy groups having 1-12 carbon atoms; and b) a chlorinated oxygen-containing vanadium compound. The catalyst composition is characterised in that the chlorinated oxygen-containing vanadium compound is the reaction product between vanadium pentoxide and a chlori- nating agent selected among i) A1C13, TiC14, ZrC14, SbC15, SbOC13, SnC14, PC15 and POC13; ii) COC12, (COC1)2, SOC12, SO2C1, C6H5COC1, CnH2n+ COC1 wherein n = 1-12; and iii) hexaehloropropylene and benzotriehloride. In the process, olefin monomers are contacted with the catalyst composition and allowed to react under polymerisation conditions.
