ABSTRACT A prefabricated cement-foam composite board is provided for use as in a built-up roof construction. The board includes an insulating panel of foam plastic resin, preferably polystyrene, and a layer of light- weight concrete bonded thereto. The lightweight concrete preferably includes a lightweight aggregate and is foamed and further includes a latex. A latex adhesive is used to bond the concrete layer to the foam plastic layer. Reinforcing material may be included in the concrete.
