A method of making a cementitious composition comprises (a) selecting and grinding at least one slag material to a fineness of at least 4000 Blaine; (b) selecting at least one feldspar material and grinding it to a fineness of at least 4000 Blaine; (c) mixing calcium oxide and gypsum; (d) mixing the ground feldspar material with the calcium oxide-gypsum mixture to produce an activator; (e) conditioning the ground slag material by mixing in gradual additions of an aqueous solution; (f) adding the activator to the conditioned ground slag material and stirring the mixture to produce a slurry; and (g) curing the slurry in a sealed container. A cementitious composition of the invention comprises a ground slag material, a ground feldspar material, calcium oxide and gypsum, and uses readily available materials, as an economic replacement for Portland cement, fly ash or other materials in backfilling or stabilizing mine sites.
