A confirmation process is executed to confirm the data written in the storage unit of the ID card subjected to the issue process. A correction process is executed to correct the data written in the storage unit of the ID card, in the case where an erroneous data is written in the storage unit of the ID card subjected to the issue process. An issue completion process is executed to change the data written in the storage unit of the ID card to a state that cannot be rewritten, in the case where a correct data is written in the storage unit of the ID card subjected to the issue process.
