A rotating damper device, wherein the tip part of an arm part (53) of a seat back frame is connected to the tip part of a main frame (3) rotatably about a horizontal shaft (61) extending in lateral direction, a cam hole (71) is formed in the tip part of the arm part (53), and a shaft part (72) movably fitted into the cam hole (71) through a roller (73) is provided at the tip part of a seat frame (41), whereby a positive motion cam mechanism (70) moving the seat frame (41) aslant according to the rotation of the arm part (53) is formed of the cam hole (71), shaft part (72), and roller (73).
