ABSTRACT An electrochromic data display and imaging device having a light modulating display layer comprising per- sistent electrochromic material and a counter-electrode layer having electrochromic material in a much greater proportion than said light modulating layer, with a uniform predetermined partial electric charge in said counter- electrode layer. The two layers are separated by an electro- lyte layer and disposed between conductive electrode means.
