A cigarette rolling paper dispenser for dispensing rolling papers is disclosed. The dispenser includes an envelope having a first compartment adapted and configured to store a plurality of rolling papers and a second compartment adapted and configured to store a plurality of paper cigarette tips. The second compartment is formed from an elongated sheet of stiff paper having a width and a length, said sheet of paper being divided into a plurality of individual sheets by a plurality of fold lines, each fold line extending perpendicularly across the width of the elongated sheet of paper, each individual sheet being dimensioned and configured to fold together along the fold lines to form a bundle of individual sheets. Each individual sheet is divided into a plurality of tip portions by a plurality of frangible lines, the frangible lines extending between the fold lines, the frangible lines being positioned perpendicular relative to the fold lines. Each tip portion dimensioned and configured to be formable into a cigarette tip.
