Abstract of the Disclosure There is disclosed a circuit for permitting data rate variation from +20% to -20% as may be caused by varying the speed of playback of a tape recorder. In the prior art, the phase encoded digital signals have inherently carried therein the clock signal and the circuits for obtaining the clock signal from this phase encoded signal are set for a nominal data rate which is a fixed recorder playing speed. The circuit as is disclosed in the present invention allows for a data rate variation described above from the nominal data rate and utilizes an integrator for integrating the pulses corresponding to the clock rate to produce a d.c. voltage which varies as the width of the pulses varies. This voltage is utilized to reduce the current in a feedback control transistor which is used in an integrated circuit non-retriggerable monostable multivibrator to adjust the clock rate to correspond to changes in the clock rate of the incoming signal, or of the clock rate of the signal as it is varied by variations in the tape speed.
