The present invention relates to a substantially dry, disposable, personal cleansing product useful for both cleansing and conditioning the skin or hair. These products are used by the consumer by wetting the dry product with water. The product comprises a water insoluble substrate, a lathering surfactant, and a water soluble conditioning agent. The invention also encompasses methods for cleansing and conditioning the skin or hair using these products and to methods for manufacturing these products.
