The present invention incorporates special ROTOR-HUB-SHAFT ASSEMBLIES 44 mounted in suitable bearings, affixed at appropriate places with articulatable MASS BLOCK COMPONENTS 15 contained in slideable manner WITHIN suitable tracking support frames 4 such Mass BLOCK COMPONENTS enabled upon ROTOR being revolved by prime mover to move INWARDLY, respectively OUTWARDLY in PERPENDICULAR-TO-ROTOR-SHAFT movement in RESPONSE to special ACTIVATION STROKES transmitted to such MASS BLOCK COMPONENTS by being engaged via their CONTACT-SLIP-CYLINDER COMPONENT 9, in slide-by manner with a special CONTROL-CAM-CONTOUR-RING-BOX-FRAME 7 surrounding aforesaid ROTOR-SHAFT- ASSEMBLIES wherein said component 7 is mounted separately to the same MACHINE-BASE-FRAME-BOX-STRUCTURE 34 to which also mounted in appropriate manner are the ROTOR BEARING HOUSING SUPPORT LEGS 39 of afore-mentioned ROTOR SHAFT ASSEMBLIES. This way the CIRCULAR-TRAVEL-PATH- DIAMETER of MASS BLOCK COMPONENTS 15 is constantly increased through a certain specific path segment in contrast to remaining unincreased segment of circular MASS BLOCK path at revolution through a certain ARC SEGMENT of ROTATION of ROTOR SHAFT ASSEMBLY said ARC SEGMENT extending through somewhat less than 180° of arc. ROTOR is revolved at appropriate speed by one or mote suitable prime movers 40. This way a UNIDIRECTIONAL FORCE is created producing a propulsive MOMENT. EXCENTRIC FORCE keeps MASS BLOCK COMPONENTS pressed in SLIDE-BY-MANNER against the inner CONTOUR TRACK of the CONTROL-CAM-CONTOUR-RING-BOX-FRAME. The LARGER DIAMETER SEGMENT of MASS BLOCK COMPONENT CIRCULAR PATH is held in a LOCATION ARC extending from approximately the 12 o'clock position through the 3 o'clock position to the 6 o'clock position relative to PROPULSIVE MOMENT DIRECTION in a CLOCKWISE rotated ROTOR SHAFT ASSEMBLY or is held in an operative ARC WINDOW extending from approximately the 12 o'clock through the 9 o'clock position to the 6 o'clock position relative to PROPULSIVE MOMENT DIRECTION in a COUNTER-CLOCK-WISE rotated ROTOR-SHAFT-ASSEMBLY.
