The present invention relates to a two part refuse containment device which includes: (1) a foldable CONTAINER which forms the outer shall within which garbage bags are mounted, and refuse deposited, and (2) an ENCLOSURE which holds garbage bags, and is also used to provide shape rigidity to the container when the container is unfolded for use. In the preferred embodiment, the container is a tapered wall, open bottom, six sided receptacle which has fold lines arranged so that the four thin sides of the container will fold inwardly. The enclosure, which contains folded garbage bags is dimensioned relative to the container to produce a tight contact fit when placed within the lower interior of the container, and in so doing, to provide dimensional rigidity to the container The enclosure includes an opening in it's upper horizontal surface through which garbage bags are withdrawn for use. The container is dimensioned so that the garbage bag held within the enclosure will: (1) fit snugly around the open upper perimeter of the container and (2) rest upon the enclosure such that the weight of refuse will not cause detachment of the garbage bag from the container.
