The present invention is concerned with an apparatus and method to provide both heat and electricity. The apparatus comprises a micro-turbine operating an electrical generator to produce electricity for an electrical load. Heat from the exhaust gases from the micro-turbine is extracted by a heat exchanger to provide heat to a heat load. The method comprises operating the apparatus in one of a plurality of modes of operation, the modes of operation being dependent on parameters related to the operation of the apparatus. A distributed utility network may be assembled using a number of the apparatus installed in different locations whereby each apparatus operates in the most economical mode of operation having regard to the parameters related to the operation of each apparatus.
