A method and apparatus which is capable of suppressing generation of NO x and reducing CO generated, and preventing decrease in thermal efficiency. A combustion flame is distributed so as to cross a group of heat absorbing tubes composed of a large number of heat absorbing tubes paralleled to and spaced from one another, thereby cooling the combustion flame by the group of heat absorbing tubes. A space of specific temperature zone of approximately 1000°C - 1300 °C for suppressing generation of NO x and accelerating oxidation of CO is locally formed within the group of heat absorbing tubes, wherein, in the space, CO generated upstream of the spaces is oxidized by reacting with reaction radical generated by combustion and/or oxygen.
