ABSTRACT A comminuting device for commercial or industrial waste in the form of paper, plastics and the like comprising a downward feeding hopper, having a rotary cutting mechanism associated with a bottom discharge opening and a crushing and conveying tool above and rotating with the rotor has the discharge opening aligned substantially vertically to pass centrally or chordwise through the lower region of the hopper and the rotor is equipped at its circumferential face with knives disposed one above the other to travel through a substantially cylindrical cutting area traversing the discharge opening.
