An intercept access point within an access function of a telecommunication service provider triggers off of a non-call related event to provide intercept subject terminal location information to a delivery function. The delivery function responds thereto by generating a message, including as a parameter therein the intercept subject's terminal location, for delivery to a collection function within a law enforcement agency. The intercept access point may comprise an interim standard J-STD-025A intercept access point of a specially tailored intercept access point. The trigger may comprise existing non-call related interim standard J-STD-025A triggers, or newly defined triggers such as, for example, mobile terminal registration with a home network home location register. Furthermore, the message may comprise a new message or a modification to an existing interim standard J-STD-025A message (including a proprietary extension).
