Communication protocol for the formation and exchange of messages, including key management messages, between a KVL and one or more target devices. The protocol defines a frame format (308) and a message exchange sequence (314) that allow variable length key management messages to be routed through the KVL to the target device(s). The protocol is adapted for use in a manual or store-and-forward rekeying system and allows for encryption of the key management message(s).
