The invention comprises the composition of and the method for making a novel 3 layer dual containment vessel useable as a manhole, tank or pipe comprising; a flexible inner liquid-tight shell comprised of a thermoplastic; a thin annular space occupied at least in part by a porous geocomposite material that has been applied to the outer face of the flexible inner liquid tight shell; and a flexible exterior liquid-tight shell comprised of a thermoplastic that has been helically wound upon the porous geocomposite material.
