A surgical implant containing two opposing shells (20, 40), a central body (60) disposed between the shells, and a flexible sheath (70) extending between edges of the opposing shells. The sheath is formed from a composite structure comprising a flexible material (1000, 1003) and a resistant material (1002) that provides for resisting at least one predetermined type of relative directional motion.
