2113833 9301933 PCTABS00019 A low cost, lightweight, high strength, long lasting, crack resistant, monolithically formed composite structural material and the method of making the same in which the composite consists of a core constructed from lightweight, granulated scrap or waste plastic (22) bonded together with a cementitious slurry binder (24). The core is covered on one or more of its sides with a high strength outer layer constructed of layers of non-woven fabric material (26) impregnated with the same cementitious slurry binder (30) with the fibers (28) in the layers of non-woven fabric material forming a three-dimensional reinforcement matrix for the cementitious slurry. The composite of the core and covering is co-formed and cured monolithically.
