A method is disclosed for neutralizing an acidic receiving water which comprises incorporating into said receiving water, or acidic water input thereto, an effective amount of certain set cement as compositions. The set cement compositions as disclosed are prepared from components comprising unset hydraulic cement such as portland cement, lime, and formula water and provide a controlled release of alkalinity to acidic receiving waters. Other components which may be used in preparing the set cement compositions include water absorbing organic polymers, granular or fibrous filler material, metal chelating agents, fluorides and biocides.
