A safe and easy to use specially formulated polymer composition .TM., and procedure.TM., and process.TM., and available in different special "kits".TM., such as concrete, stucco, and painted wall surface kits.TM., and which will allow such to return to their normal clean- looking condition, by using an altered application roller sleeve.TM., and whereas certain additives such as silicone caulking®, fluorinated silicone caulking®, or silicone resin®, can be added to help make it more semi--permeable, repel water, oil, and graffiti. As well, a special kit can also be made, by instead using ordinary house paint.TM.. In particular, for concrete wall surfaces only, a special set of concrete shade cards.TM., will be used to match the correct concrete wall surface, and the proper "Concrete Graffiti Elimination Kit".TM., and will be used to eliminate, and cover up the graffiti, and as well, existing rust will also be simulated to match the rest of the concrete wall surface, by using an oxide powder colouring system.TM., and by first applying it unto the altered application sleeve.TM., and rubbing it unto the concrete shade polymer composition.TM.. When new graffiti re-appears, the same safe and easy to use polymer composition.TM., and procedure.TM., and process.TM., will once more be used to cover up, and eliminate the new graffiti, or one can instead, now use the "Industrial Cleaner/Conditioner".TM. made with or without caustic soda, to eliminate graffiti on the polymer composition .TM., or ordinary painted wall surface.TM., and return them back to their original clean-looking condition. As well, after using the "Industrial Cleaner Conditioner, to melt down that graffiti, you can then quickly blend it all in, and re-apply the same polymer composition .TM., or house paint.TM.. By doing so, you will not have any "shadows", "ghosts", or "silhouettes" bleed through, as none now exist to be able to do so.
