A resilient elongate tubular member (2), formed from a substantially water impermeable material, having opposed open first and second ends with the first end dimensioned to engage an exterior surface of the boss (86) or other member and a second portion dimensioned to pass over a plug (12) and be resiliently expanded thereby to minimize penetration of liquid between the tubular member and the plug or other member to achieve a substantially waterproof engagement therebetween. Reinforcing strands are provided to strengthen the tubular member in its axial direction while allowing ex- pansion of the tubular member in its circumferential direc- tion. The invention relates further to a face plate (70) for an electrical outlet (77) having a pair of bosses each supporting, on an exterior surface thereof, a tubular member for enca- sing a plug and the boss. The invention also relates to a method of using the tubular member.
