The present invention relates to a method of routing a call from an exchange carrier (IXC) to one of a plurality of local exchange carriers. In accordance with the present invention a called party of the call is identified by an office code that is shared by subscribers of the plurality of local exchange carriers. The method is comprised of the steps of accessing a data base to determine an identity of a preferred terminating local exchange carrier for the called party of the call and routing the call to an IXC egress switch serving the preferred carrier for the code.
