A container cover has a clamp assembly that includes a beam with a first container clip and a second container clip attached thereto. The cover also has a support arm assembly attached to the clamp assembly. The support arm assembly is movable relative to the clamp assembly. In addition, the device also includes a cover assembly attached to the support arm. Preferably, the cover assembly includes a plurality of nestable panels that are circumferentially movable. The present invention also includes a method of accessing objects in a container. The method begins by providing a container and mounting a cover on the container. The cover has a plurality of nestable panels connected to a support arm extending from a clamp assembly mounted on the container. Then, a first one of the nestable panels is circumferentially moved to provide an opening in the cover.
