An apparatus for continuously dispensing tape from a plurality of rolls thereof includes a turret rotatably mounted on a frame. The turret carries a plurality of spindles which are indexed sequentially with the turret from a roll loading position to roll dispensing and then to a roll splicing position. Tape being removed from a spindle passes around a peel roller, a peel idler roller and a floating dancer roller to a payout roller for discharge from the apparatus. The dancer roller maintains a predetermined tension on the tape. If the tension on the tape drops below such limit, a brake slows down the peel roller to cause the tension to be restored to a level above such limit.
