Disclosed is a control leader for a downrigger assembly comprising: a loop through which a fishing line may be inserted; a leader line extending from the loop for releasable connection to a release mechanism in response to a fish strike; and, a rotational element rotationally mounted on the loop for permitting free movement of the fishing line through the loop during trolling while the end of the leader line is connected to the release mechanism, the rotational element having a passage through which the loop freely passes so that the rotational element freely moves on the loop. There is further provided a downrigger assembly for trolling comprising the control leader and method of trolling using the downrigger assembly. The control leader permits a fisherman to impart action on a lure during trolling with a downrigger assembly.
