ABSTRACT OF THE DISCLOSURE An automotive vehicle wheel cover has a hub cover and a wire basket with decorative, interconnected wire spokes. The hub cover is constructed with a central opening to receive a removable plate. The plate is equipped with a threaded nipple which will receive a threaded stud on a hubcap so that the hubcap can be used to secure a retention ring against the wire basket to secure the hub- cap, the retention ring and the wire basket relative to the hub cover and to a vehicle wheel having a bolt on flange and a tire rim. The wheel cover system may also be converted to accommodate a locking hubcap arrangement. When the wheel cover is utilized in this manner the plate and hubcap are removed and a hub spacer is secured to the vehicle wheel against the bolt-on flange with lug bolts or nuts. A replacement hubcap with a central axial recess is substituted for the original non-locking hubcap and a specially configured locking bolt is seated in the central recess of the hubcap and threadably engaged with the hub spacer by means of a special key. A decorative masking cap is mounted upon the hubcap over the locking bolt to conceal the recess and locking bolt from view. The length of the hub spacer and the position of a fastener on the hub spacer are adjustable.
