The invention relates to a device used to restrain relative movement of a cord such as a garment drawstring. The one-piece device comprises two resilient arms extending from a base, forming a "V" wedge shape. One or more conduits are spaced transversely along the ends of each arm, having bores sized to pass the cord. When squeezed between with one's thumb and fingers, the spaced conduits of one arm alternate and interlock with the conduits of the other arm with their bores aligned so that the cord can pass continuously therethrough. When released, the resilient arms of the device try again to spring open and out-of-alignment, distorting the cord for restraining its location relative to the device. Ease of actuation and its low "V" profile allows the device to be installed protectively within a garment. In another aspect, the device is not necessarily resilient but is instead actuated using a parallelogram double-pinned hinge formed with two additional bars connected between the arms, forming an inside hinge while the base forms an outside hinge. A tether actuates the inside hinge to force the arms between an open and a closed position. Accordingly, great force can be applied to the tether for holding a cord more tightly.
