ABSTRACT OF THE DISCLOSURE A method of passivating the surface of and inhibiting corrosion of mild steel in contact with low TDS industrial waters having low calcium and low bicarbonate concentrations which comprises treating said low TDS waters with at least 10 ppm and, preferably, at least 25 ppm of a low molecular weight poly- carboxylic acid polymer having a molecular weight between 500 - 50,000.
