ABSTRACT COSMETIC COMPOSITION A rinse-off cleansing composition including one or more surfactant-soluble cosmetic agents for deposition onto hair or skin, the composition comprising a stable emulsion having a continuous phase comprising one or more surfactants and an internal phase comprising one or more oil materials, wherein the internal oil phase contains the said one or more surfactant-soluble cosmetic agents. The use of the oil phase to dissolve the one or more surfactant-soluble cosmetic agents reduces the degree of solubilization of the cosmetic agent into micelles of surfactant in the surfactant- comprising continuous phase, such that deposition of the cosmetic agent onto a surface such as hair or skin is enhanced. Preferred cosmetic agents are oil sunscreens and preferred oil materials for use in the internal phase include phenylsilicones, mineral oil and organic oils.
