ABSTRACT OF THE DISCLOSURE A novel cosmetic skin toner formulation which is non-irritating and non-stinging, is described. Said formu- lation comprises the following ingredients, in percent by weight: Image which above total of ingredients result in about 2% to about 9.65% of the final total toner formulation, and an aqueous phase constituting the balance of said formulation, said aqueous phase including polyhydric C2-6 alcohols or polyethylene glycols with MW ranges of 285-630. When the toner formulation is used in a regime, together with a cleanser, a moisturizer, and a cream, it aids in making sensitive skin less sensitive.
