This invention relates to preventing and protection of roadside refuse from scavenging by such animals as birds, rodents, dogs, cats, etc. It will also prevent plastic or metal containers from blowing onto roadways creating hazardous situations. It can also be used as a general multi-purpose cover, e.g. covering recreational vehicles, lumber, small equipment, compost piles, camping supplies, sand boxes, wading pools, lawn equipment and furniture. This protective cover is applied by its owner at curbside. When not in use it is easily stored.
