ABSTRACT OF THE DISCLOSURE A cutter for making arcuate cuts in a travelling web of film is disclosed. The cutter comprises a rotating means, a shaft and a knife blade wherein the shaft is adapt- ed to be rotated about a longitudinal axis and the knife blade is attached to one end of the shaft, offset from the longitudinal axis such that the knife blade is parallel to the longitudinal axis and the sharp edge of the knife points tangentially about a circle whose centre is coaxial with the longitudinal axis and about a second axis. The shaft's longitudinal axis is spaced apart from the second axis and is substantially perpendicular to a plane passing through the second axis.
